Three years after Pope Francis reformed the Vicariate of Rome, Pope Leo XIV has issued the Motu Proprio Confirma Fratres Tuos to update the Apostolic Constitution In Ecclesiarum Communione. The changes refine governance and consultation structures while reaffirming the missionary and synodal character of the Church of Rome. In the document, the Holy Father recalls Christ’s mission to Peter — “Strengthen your brothers” (Lk 22:32) — and stresses the particular role of the Church of Rome in making visible the ecclesial communion that flows from the Petrine ministry.
From that perspective, he notes, ecclesiastical structures must continually be oriented toward mission and service to the People of God.The update follows pastoral and administrative experience since In Ecclesiarum Communione took effect in January 2023, which revealed aspects needing review. To address this, the Pope ordered the creation of a working group on February 25 this year to examine the legislation and propose updates.The fundamental principles of Pope Francis’ renewal remain unchanged, especially the missionary and synodal nature of the Roman Church.
Among the key new elements is a more explicit statement of the principle of co-responsibility of the faithful, who are called to participate in the life and mission of the ecclesial community according to their vocation and charisms.The amendments focus mainly on governance. The new Constitution simplifies and streamlines how responsibilities are distributed among the various bodies. It confirms the Cardinal Vicar as head of the Vicariate and ordinary judge of the diocese, while entrusting coordination of the Offices and the administrative structure to the Moderator curiae, appointed by the Holy Father for a five-year term.
Provisions concerning the Vicegerent and the Auxiliary Bishops, as well as procedures for appointing parish priests and assistant parish priests, have also been clarified.Participation and consultation bodies have been revised as well. The Episcopal Council is redefined as a permanent consultative body to assist the Cardinal Vicar on major pastoral and administrative matters. Regulations for other diocesan bodies have also been streamlined.
The structure of Offices and Services introduced in 2023 remains largely the same. The Vicariate’s Tribunals are unaffected. However, regulations for the Independent Supervisory Commission have been revised: the Constitution confirms its role as an internal oversight body, while leaving detailed responsibilities and operating procedures to separate regulations.The goal of the reform remains the one set out in 2023 — to make the Vicariate an ever more effective instrument for supporting the Church’s evangelizing mission, fostering ecclesial communion, and accompanying the pastoral life of the Diocese of Rome.
